Contrite thief returns whatsit!

This is an interesting little news item. A French man, apparently seeking redemption and forgiveness, has returned an object that he stole from a museum in Norway 42 years ago. Seems reasonable, right? Even proper and good. The twist? The museum has no idea what the hell this thing is. The thief wrote that he had enjoyed the use of this tool, but no one at the museum has any idea what it is or what to do with it.
Anyone recognize it?

Those are used to form the lips of inflatable dolls. I notice that the guy didn't return the other part of the set.
